Announcement on Increasing the Duty-Free Allowance for Personal Luggage of Residents Entering Mainland China from Hong Kong and Macau SARs

In accordance with the relevant amended provisions of the Mainland and Hong Kong Closer Economic Partnership Arrangement and the Mainland and Macau Closer Economic Partnership Arrangement, the following matters regarding the increase in the duty-free allowance for personal luggage of residents entering Mainland China from the Hong Kong SAR (hereinafter referred to as "Hong Kong") and the Macau SAR (hereinafter referred to as "Macau") are hereby announced:
Article 1 Residents entering Mainland China from Hong Kong or Macau who are 18 years of age or older may bring into the country personal, reasonable, self-use items acquired abroad, with a total value not exceeding RMB 12,000 (inclusive of RMB 12,000), exempt from duty. Furthermore, at ports where inbound duty-free shops are available, the aforesaid residents shall be permitted to purchase a certain quantity of duty-free goods from such shops. The combined total value of personal, reasonable, self-use items acquired abroad and duty-free goods purchased at inbound duty-free shops must not exceed RMB 15,000 (inclusive of RMB 15,000) in order to qualify for duty-free entry.
Article 2 For residents entering the Guangdong-Macao In-Depth Cooperation Zone in Hengqin from Macau via the "first-tier" ports, the current regulations shall apply to personal luggage. When entering the Mainland from the Guangdong-Macao In-Depth Cooperation Zone in Hengqin via the "second-tier" ports, the duty-free allowance for personal luggage shall be governed by Article 1 of this announcement.
Article 3 Aside from the adjustment to the duty-free allowance for personal luggage mentioned above, the relevant regulations regarding personal luggage for residents making multiple short-term trips between Hong Kong and Macau, as well as other existing provisions, shall remain unchanged.
Article 4 The aforementioned measures shall be initially implemented at six ports, namely Luohu, Futian, Shenzhen Bay, West Kowloon Station Port of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, Gongbei, and the Zhuhai Port of the Hong Kong-Zhuhai-Macao Bridge, starting on July 1, 2024. From August 1, 2024, the implementation shall be expanded to all inbound ports (with the exception of the "first-tier" ports in Hengqin).
