GACC Announcement No.191 of 2025(on Preventing the Entry of Dengue Fever Epidemic into China)

According to data released by the World Health Organization (WHO), a total of 4,228,000 dengue fever cases were reported worldwide from January to August 2025, with 3,775,000 cases reported in the Americas. To prevent the entry of dengue fever epidemic into China and safeguard the health and safety of individuals entering and exiting the country, the General Administration of Customs of the People's Republic of China (GACC) hereby makes the following announcement in accordance with the Frontier Health and Quarantine Law of the People's Republic of China and its implementing regulations, as well as other relevant laws and regulations:

1.Individuals arriving from countries (regions) affected by dengue fever outbreaks, who exhibit symptoms such as fever, headache, muscle and joint pain, rash, and flushing of the face, neck, and chest, shall voluntarily declare to the customs upon entry. The customs will take medical measures in accordance with established procedures.

2.Transportation vehicles, transport equipment such as shipping containers, cargo, luggage, mail parcels, and their outer packaging that originate from countries (regions) experiencing dengue fever outbreaks, shall undergo customs and quarantine inspection in accordance with the law. In case mosquitoes are detected during the inspection, sanitary treatment shall be carried out as stipulated.  

3.Port operation entities shall implement effective measures to eliminate mosquito breeding sites, monitor and control mosquito density at ports, and accept port health supervision conducted by the customs.

This announcement shall come into effect on October 9, 2025, and remain valid for six months. During this period, the provisions of this announcement shall apply to countries (regions) newly identified by the WHO as experiencing dengue fever outbreaks.
